Permit-Free Renovation (NYC)
Definition: Cosmetic, like-for-like work that does not alter structure, layout, gas, plumbing, or permanent wiring, and does not affect fire-rated assemblies, sprinklers, or alarms.
Examples
- Painting and surface patching
- Floor refinishing or like-for-like flooring replacement
- Cabinet and countertop swaps in the same layout
- Trim, baseboards, casing, and built-ins/shelving anchored to existing walls
- Interior door and hardware replacement in existing openings
- Tile work on existing substrates
- Mirrors, bath accessories, and shower doors
Usually needs permits
- Any layout change, new partitions, or window changes
- New wiring/circuits, low-voltage cabling in fire areas, or panel work
- Any gas work; any plumbing relocations or new fixtures
- Wet-over-dry conversions; structural work
Caveat: Licensed trades may still need their own filings. Landmarks (LPC) and co-ops/condos can require approvals even when DOB does not. Always confirm with DOB/LPC and your building before starting. For full-scope renovations, see Alt-2 filing.
